It is important for state officials to know how their state is perceived. In many instances, they are clueless.

I remember a tale that Gov Rick Perry was told that it was taking a couple of months to get a drilling permit from the Railroad Commission (the oil regulatory entity in Texas).


He feigned ignorance but he said it shouldn&#039;t take more than 48 hours to get a drilling permit if your paperwork was in order.

Voila -- it takes 48 hours or less to get a drilling permit in Texas.

He didn&#039;t know. He learned. He changed it. Texas does not have a friendly business environment by accident.
