E.g., suppose the growing business needs more floor space.  So, one option is a nice &lt;i&gt;campus&lt;/i&gt; and the other is a boarded up old shopping mall.  So, the campus is likely only a &lt;i&gt;nice to have&lt;/i&gt; and &quot;may never get done&quot; and &quot;sawdust&quot;.  

So the campus might have serpentine walks with nice interlocked pavers, a fountain, a lake, a nice lawn, box hedges, more in landscaping, some woods with some shaded picnic tables, a dignified sign at the entrance, a very welcoming reception area, etc.  So, it&#039;s gorgeous but expensive.

The old mall might have lots of smooth, strong concrete floors, electric power, HVAC, plumbing.  There might be a good loading dock, a good roof that doesn&#039;t leak, lots of parking.  So, bring in some carpet and partitions, string cables overhead, and have lots of functional space.  It&#039;s cheap, hut it&#039;s ugly!  But the choice is not &quot;mission critical&quot;, and the nice campus may never get done.

This is just a hypothetical example, but there can be a lot of such extremely different choices in category C, &quot;not mission critical&quot;, &quot;sawdust&quot;.  If neglect all of them, then maybe have lots of results functional but ugly like the boarded up shopping center.  That sounds like maybe not so good.]]></description>
